You can use the FRAGS_PER_DBS configuration parameter to set the default number of fragments new dbspaces are expected to support.

Whenever a permanent or temporary dbspace or dbslice is created, the value of FRAGS_PER_DBS is used to size the new tablespace tablespaces. This default can be overridden on the onutil command line.
